“IDK solution” Please

We are a non-profit working humanitarian projects that include a Global Campaign Against Improvised Explosive Devices (IEDs). When we contact members of Congress, Veterans Groups, and others, they recommend people we should connect to in order to expand our social network of those helping us in these efforts. Recently we ran into the problem that some people don't understand we were referred to them, or they get the automatic message form Linked In saying the request is coming from a "friend" they hit IDK... we are now close to our limit... this rule does not take into account when people are trying to actually use LinkedIn for benevolent purposes. Please help us understand how to get around this.
